The 32-year-old's inclusion restores interim manager Noel King's provisional party to 26 following the withdrawal of Hull winger Robbie Brady because of a hernia problem.
King will reduce the squad, which is due to train for the first time in Malahide on Monday morning, to 23 after this weekend's domestic fixtures.
A Football Association of Ireland statement read: "The Football Association of Ireland today confirmed that Crystal Palace defender Damien Delaney has been added to Noel King's provisional squad to face Germany and Kazakhstan on October 11 and 15 respectively. King's squad now stands at 26 players."
